53 産業都市と基盤整備

はじめに

Introduction

この章の題名は、「産業都市と基盤整備」ですが、アラビア半島各国の基盤整備に関しては、内戦中のイエメンを除き、「第50章石油依存経済からの脱却(Chapter 50 Transition from Oil Dependence)」で直接的あるいは間接的に述べていますので、この章では産業都市を主な主題として説明して行きます。

This chapter’s title is “Industrial City and Infrastructure Development”, however this chapter focuses on industrial cities as the main subject. This is because Infrastructure Development of Arabian Peninsula’s seven countries, except for Yemen, which is currently in the midst of a civil war, is directly or indirectly discussed in “Chapter 50: Transition from Oil Dependence.”

各国の国家構想の目的とされている石油依存経済脱却、中小企業の育成、女性の社会進出を含む雇用機会増大、人材育成、外資導入等を考慮すると産業都市作りの中核は、Manufacturing industry（製造業）を中心として工業都市と考えています。

Considering the goals of each country’s national strategy, which include transitioning from oil dependence, nurturing small and medium-sized enterprises, increasing employment opportunities, including women’s social advancement, human resource development, and attracting foreign capital, Core of creating an industrial city centers on Manufacturing industry.

経済都市、金融都市や知識都市など、更には納税を免除される経済特区があり、それらの内にはManufacturing industry（製造業）を含むものもあります。これらについても適宜述べて浮きます。

There are economic cities, financial cities, knowledge cities, and even free trade zones that are exempt from paying taxes, some of which include manufacturing industries. These will be mentioned as appropriate.

石油産業、Heavy industry（重工業）や造水・電力産業に関しては、政府系企業も多く、又、その規模から産業都市等に頼らず、多くの場合、独自に産業基盤を整備していますので、それら自身が経済都市であっても、この章で述べている、政府が直接、あるいは民間を援助して整備しあるいは整備している産業都市の対象にはならないと考えています。

In Oil industry, Heavy industry, and Water production/Electricity industries, there are many government-affiliated companies. Due to their size, they often develop their own industrial base independently without relying on industrial cities. Therefore, even if they are economic cities in themselves, it would not be believed that they fall under Category of industrial cities that have been developed or are being developed by Government directly or by Private sectors with Government’s assistance, as discussed in this chapter.
