54.2 アラブ首長国連邦の淡水化と発電
はじめに
Preface
統合造水・発電プラント(IWPP)化、逆浸透法への移行および二酸化炭素排出量の削減といった戦略において、アラブ首長国連邦(UAE)はアラビア半島7か国の中でも最も先進的な取り組みを行っている国の一つであり、湾岸諸国の中で唯一、原子力発電を商業運転している国でもあります。
United Arab Emirates (UAE) is one of the most advanced among the seven countries of the Arabian Peninsula in areas of strategies such as integrated water and power plants (IWPP), transition to reverse osmosis and reducing carbon emissions, and is the only Gulf country with a commercially operating nuclear power plant.
UAEでは、水と電気という公共基盤の民営化を他国に先駆けて進めており、その事例も少なくありません。現在では、連邦政府機関と地域機関が連携し、政府直営の淡水化・発電プラントも含めて、比較的うまく運営されている印象があります。
UAE has been a regional pioneer in privatizing public infrastructure such as water and electricity, with numerous cases of early implementation. Currently, federal and regional agencies work together to operate this infrastructure, including the government-run desalination and power plants, relatively well.
淡水化については、1970年前後、アブダビにおいて外国人が唯一宿泊できた三食付きのアル＝アインホテルで不自由な生活を送っていた時期に、すでにドバイでは淡水化プラントを建設し、ゴルフ場を運営するという話がありました。
当時は避暑地保養の利用は知られていたものの、「避寒地保養」という概念は一般的ではなく、誰がプレーするのかと浪費に感じられたものです。
しかし実際には、冬季にドイツ人を中心とした欧米人が避寒目的で少なからず滞在していたことを、後になって知ることとなりました。
As for desalination, around 1970, when I was living a restricted life at the Al Ain Hotel, where full-board was the only arrangement available at the time but the only place foreigners could stay in Abu Dhabi, there was already talk of building a desalination plant in Dubai and running a golf course.
Although “summer resort” was known at the time, the concept of “winter resort” was not common, and Preparing a golf course for such resort seemed like a waste of money and no one was going to play there.
However, I later learned that in fact, quite a number of Westerners, mainly Germans, stayed as “winter resort” there in the winter to escape the cold weather of their homelands.
現在の水資源管理においては、生活用水としての淡水化水を基盤に、自然降雨、浅層地下水、そして深層地下水（いわゆる化石水）を組み合わせ、貯水ダムや涵養ダムも利用し、多層的な水管理が行われています。
Today, domestic water supply is managed through a multi-layered approach that combines desalinated water as its core with supplementary resources such as rainfall, shallow groundwater, and deep aquifers containing fossil water and also storage dams and recharge dams.

アラブ首長国連邦政府では、電力・淡水化に対する国家構想をエネルギー戦略として一括して考えられています。
アラブ首長国連邦政府の最初のエネルギー戦略は、2017年に始まりました。実情に合わせて、改訂されていますが、現在、適応されている「UAEエネルギー戦略2050」は、2023年7月に改訂されています。
United Arab Emirates (UAE) government is considering the national vision for electricity and desalination as an energy strategy.
UAE government’s first energy strategy was launched in 2017. It has been revised to reflect the current situation.
At present, “UAE Energy Strategy 2050 revised in July 2023.” Is adopted.
‘2. 水の安全保障戦略
‘2. Water Security Strategy
アラブ首長国連邦政府で、水がエネルギー戦略の大きな分野をしています。これは飲料水を中心とする生活用水が海水の淡水化に依存している為です。水を持続的、継続的に確保するために洪水・流水予防と浅層帯水層を涵養して確保する為の、涵養ダムが作られています。この為、水についての取り組み方も安全保障戦略2036として公約されています。
さらにムハンマド・ビン・ザーイド水資源活用策として世界の水困窮者に対するスキヤ―・アラブ首長国水援助を行っています。
Water is a major area of UAE government’s energy strategy. This is because UAE relies on desalinated seawater for its drinking water and other domestic needs. In order to ensure a sustainable and continuous supply of water, recharge dams are being built to prevent floods and runoff and to recharge and secure shallow aquifers. For this reason, the country’s approach to water has also been committed as “Water Security Strategy 2036”.
In addition, as part of “Mohamed bin Zayed Water initiative”, UAE is providing “Suqia – UAE Water Aid” to those in need around the world.
（注）アラビア半島で、広く使われている主として農業用水の水源となっている深層帯水層（地層水或いは化石水）については安全保障戦略2036では触れられていません。
(Note) “2036 Security Strategy” does not mention the deep aquifers (formation water or fossil water) that are the source of water widely used in Arabian Peninsula, mainly for agricultural purposes.
‘3. 水と電気を監督する連邦政府機関および地域機関
‘3. Federal Agency and Specific Regional Agencies for Water and Electricity
アラブ首長国連邦の水と電気を監督する政府機関は、連邦国家として特徴的です。
Government agencies that oversee water and electricity in United Arab Emirates (UAE) are distinctive as a federal state.
アラブ首長国連邦(UAE)全体の水と電気を監督する連邦機関としては、エネルギー・インフラ省があります。この省は、エネルギー部門を統制し、温室効果ガスの排出を削減するための強力な規制基盤の構築にも取り組んでいます
さらに、UAEには地域ごとに特定の機関があり、それらの機関は、協力して、UAE 全体で統一された効率的なエネルギーと水の供給を確保しています。それらが次の4つの機関です。
The federal agency that oversees water and electricity across UAE is Ministry of Energy and Infrastructure, which also works to develop a strong regulatory foundation to govern energy sectors and reduce greenhouse gas emissions.
Additionally, UAE has specific regional agencies that work together to ensure uniform and efficient energy and water supply across UAE. These are the following four agencies:
‘1. エティハド水道・電力は、4 つの北部首長国 (アジュマーン(عجمان )、ウンム・アル＝カイワイン( أم القيوين )、ラアス・アル＝ハイマ( رأس الخيمة )、フジャイラ(الفجيرة )) にサービスを提供しています。
‘1. Etihad Water & Electricity serves the four Northern Emirates (Ajman (عجمان ), Umm Al Quwain ( أم القيوين ), Ras Al Khaimah ( رأ س الخيمة ), and Fujairah (الفجيرة )).
‘2. 2.ドバイ電力水道局 (DEWA)はドバイを担当しています。
‘2. Dubai Electricity and Water Authority (DEWA) is responsible for Dubai.
‘3. シャルジャ電力水道ガス局 (SEWGA)シャルジャのサービスを担当しています。
‘3. Sharjah Electricity, Water and Gas Authority (SEWGA) handles services in Sharjah.
‘4. エネルギー省 (DoE)は、そのアブダビの水道と電力を管理しています。その為に、エミレーツ水電力会社(EWEC)を使っています。
‘4. Department of Energy (DoE) manages water and electricity in Abu Dhabi and for its works uses Emirates Water and Electricity Company (EWEC).
‘4. 発電所一覧と代表的発電所の紹介
‘4. Power Plant List and Main Power Plants
アラブ首長国連邦内には約100カ所の発電所があるとされています。その中の出来るだけ多くの発電所概要を「List of All power plants in United Arab Emiratesに掲載してあります。
There are said to be about 100 power plants in the United Arab Emirates. Overviews of as many of these power plants as possible are listed in the “List of All power plants in United Arab Emirates.”
これらに掲載されている発電所全てを紹介することは難しいので、特徴的で大きな発電所５ヵ所を紹介してあります。太陽光発電所等特徴がありますが、秀逸なのは、GCC 唯一のバラーカ原子力発電所です。
It is difficult to introduce all the power plants in the list, five large and characteristic power plants selected and described here. They have features such as solar power plants, but the most outstanding is Barakah nuclear power plant, the only one in the GCC.
‘5. 淡水化プラント所一覧と代表的淡水化プラントの紹介
‘5 Desalination Plant List and Main Desalination Plants
アラブ首長国連邦の政府ポータルによると、同国の飲料水の大部分（総水需要の42％）は、約70の主要な淡水化プラントから供給されていますが、その一覧表が入手できなかったので、Web Siteから見つけた淡水化プラントで一覧表を作りました。
According to UAE government portal, approximately 42% of UAE’s total water demand is met through about 70 major desalination plants. However, as an official list of these plants was not available, the provided list of UAE desalination plants here has been compiled byy identifying and gathering information about these plants from various websites, one by one.
この一覧表に掲載した淡水化プラント全てを紹介すること難しいので、アラブ首長国連邦にある代表的な５ヵ所の淡水化プランとアブダビ首長国に或る代表的な淡水化プラント９ヵ所を紹介して行きます。
It is difficult to introduce all desalination plants listed in this table. Five representative desalination plants in United Arab Emirates and nine representative desalination plants in of Abu Dhabi. are introduced here.
加熱式淡水化プラントは加熱式発電プラントと併設されていることが多く、呼び方も淡水化プラントだけではなく発電プラントや発電。淡水化複合プラント等とも呼ばれています。又、同一場所に複数の発電所や淡水化プラントが併設される場合も少なくありません。この為、このれ5ヵ所や9ヵ所の淡水化プラントを特定するのに予想外に時間が掛かりました。十分に正確を期した積りですが、誤りはないと100％言い切るには難しさも否定できません。
Thermal desalination plants are frequently integrated with thermal power plants, earning them the designation of power plants or combined power and desalination plants, rather than solely being referred to as desalination plants. Additionally, it is not uncommon for multiple power plants and desalination plants to be co-located in the same area. Anyway, most effort has been made to ensure the accuracy of these information.
