バハレンの工業都市開発は、バハレイン構想2030 (Bahrain Vision 2030)における産業部門戦略(Industrial Sector Strategy (2022-2026))として商工省( Ministry of Industry and Commerce)が推進しています。
Development of Bahrain’s industrial cities is being promoted by Ministry of Industry and Commerce as part of Industrial Sector Strategy (2022-2026) in Bahrain Vision 2030.
商工省( Ministry of Industry and Commerce)は、同省の工業開発部門(Industrial Development Sector)の役割として工業都市開発の進め方を説明していますので、それに沿って、ここでも説明して行きます。
As Ministry of Industry and Commerce has explained how its Industrial Development Sector will proceed with industrial city development, it will be explained in line with this, here.
なお、バハレンの産業基盤整備に関しては、「第50章 石油依存経済からの脱却(Chapter 50 Transition from Oil Dependence)」で既に述べましたので、この章では触れていません。
Regarding the development of Bahrain’s industrial infrastructure, this has already been discussed in “Chapter 50: Transition from Oil Dependence,” therefore it will not be mentioned here.

この法律の条項で使用される以下の単語および表現は、文脈から反対の意図が示されない限り、それぞれに割り当てられた意味を持つものとします。
省庁: 石油産業省。
大臣: 石油産業大臣。
Article 1
The following words and expressions used in the articles of this Law shall have the meanings assigned against each unless a contrary intention appears from the context:
Ministry: Ministry of Oil and Industry.
Minister: Minister of Oil and Industry.
| 関係当局: 工業地域の開発およびサービスと公共設備の提供に関係する省庁および当局。 | Concerned Authorities: Ministries and authorities concerned with developing the industrial areas and providing them with services and utilities. |
| 工業地域局: 大臣が発行する規則、実施命令、指示に従ってこの法律を実施する責任を負う当局。 | Industrial Areas Directorate: The authority responsible for implementing this Law in compliance with the regulations, implementing orders and instructions issued by the Minister. |
| 工業地域: 工業目的のために建設された土地、施設、公共設備を含む地域であり、大臣の提出に基づいて首相令によって決定されます。 | Industrial Areas: They are the areas that include the plots of land, installations and utilities erected thereon and intended for industrial purposes which shall be determined by an Edict of the Prime Minister upon the submission of the Minister. |

| 第34条 大臣は、工業地域局の職員を指名する命令を発令し、当該職員は工業地域に立ち入り、当該地域において検査を実施し、本法およびその実施のために発令された命令の規定の施行を確認し、また当該規定の違反を報告する権限を有するものとする。 当該職員は、工業地域局がこれに関して講じるべき措置に関する勧告を発行するための参考資料として、この点に関して必要な声明を作成し、勧告とともに議事録を大臣に提出する権限を有するものとする。 | Article 34 The Minister shall issue an order for designating some officers of the Industrial Areas Directorate who have the right to enter industrial areas and carry out inspections therein to ascertain the enforcement of the provisions of this Law and the Orders issued for its implementation and for reporting the violations of its provisions. They shall have the power to draw up the necessary statements in this respect for reference to the Industrial Areas Directorate to issue its recommendation with respect to the action to be taken in respect thereof and to refer the minutes together with the recommendation to the Minister. |
| 第35条 石油産業大臣は、この法律の規定を実施するための実施規則および必要な命令を発行する。 | Article 35 The Minister of Oil and Industry shall issue the Implementing Regulations and the necessary orders for implementing the provisions of this Law. |
| 第36条 各大臣は、それぞれの立場において、この法律の規定を実施するものとし、この規定は官報に公布された日から発効する。 | Article 36 The Ministers, each in his respective capacity, shall implement the provisions of this Law which shall come into effect from the date of its publication in the Official Gazette. |

3.1 はじめに
3.1 Preface
| バハレインの工業地区には、「バハレイン王国で工業事業を立ち上げるための選択」で述べていますように 「工業用地分類の私有地の取得」、 「民間の工業用地の借用」、 「商工省が管理する工業地区内にある工業用地区画の借用」と 「不動産開発業者からの工業用地区画の借用」 の四つの方式があります。 | As mentioned in ” Options for setting up your industrial project in Kingdom of Bahrain “, there are four methods for industrial zones in Bahrain: ” Acquiring private land with an industrial classification “, ” Leasing a private Industrial plot “, ” Leasing an Industrial plot located within the Industrial Parks managed by managed by Ministry of Industry and Commerce”, and “Lease of industrial land parcels from real estate developers”. |
| この内の「商工省が管理する工業地区内にある工業用地区画の借用」方式での工業用地の内の七つは、商工省がある程度、紹介しています。しかしながら、その他の方式での工業用地に関しては、余り詳細が分かりませんでしたので、ここでは「七つの工業地区」の紹介をします。この方式が、商工省のその他のバハレイン政府の奨励策を受けれますので、商工省が中小の海外投資家に勧めている方式と思われます。 | Seven of the industrial land sites using the ” Leasing an Industrial plot located within the Industrial Parks managed by Ministry of Industry and Commerce ” method have been introduced to some extent by Ministry of Commerce and Industry. However, details regarding other methods of industrial land were not available, therefore “Seven industrial zones” will be introduced, here. This method is relative easily eligible for Bahraini government incentives, under the assistance of Ministry of Commerce and Industry. It is believed to be the method recommended by this ministry to small and medium-sized foreign investors. |
