Preface
オマーンの電力および淡水化部門は、政府から独立した公共サービス規制庁(APSR)によって全面的に監督されています。相互監視の欠如には一定の課題もありますが、こうした権限の集中は、国家構想を予定通りに実現するためには避けがたい一歩と見なされます。
この手法は、電力・水分野でより先進的なアラブ首長国連邦およびサウジアラビアを除き、アラビア半島の他の国々でも採用されています。この手法は、地域における価値観の大きな転換を示しているのかもしれません。
Oman’s electricity and desalination sectors are entirely overseen by the independent Authority for Public Services Regulation (APSR). While the lack of mutual oversight presents certain challenges, this centralization of authority appears to be an inevitable step toward achieving the country’s national vision on schedule.
This model has also been adopted by other countries on the Arabian Peninsula, with the notable exceptions of United Arab Emirates and Saudi Arabia, which are more advanced in these sectors. This model may signal a large transformation in the core values of this region.
1. 公共サービス規制庁
1. Public Services Regulatory Authority
オマーンでは電力および上下水道は、公共サービス規制庁が一括して取り扱っています。
公共サービス規制庁の業務の範囲は、広く、電力・水資源公社からの名称変更に伴い、天然ガスの規制に関する活動が同庁に委ねられています。
In Oman, electricity, water supply, and sewerage are collectively managed by Public Services Regulatory Authority.
Scope of Public Services Regulatory Authority’s work is so broad that it includes Regulation of Natural Gas, which was entrusted to this authority following its name change from Public Authority for Electricity and Water.
2. 地方公共水資源省
2. Municipality and Public Water Resources Ministry
水資源については天然水と淡水化水に分けられ、原則として、淡水化水と廃水に関しては公共サービス規制庁が、担当し、天然水と環境保全に関しては、地方公共水資源省が担当しています。
これらの部門を規制する法的枠組みは、2004年勅令第78号により制定された「電力及び関連水道部門の規制及び民営化に関する法律」によって定められています。この法律は、オマーンにおける電力及び水道部門の監督と民営化に関する規制と指針を定めています。
However, water resources are divided into natural water and desalinated water. In principle, Public Services Regulatory Authority is responsible for desalinated water and wastewater management, while Municipality and Public Water Resources Ministry oversees natural water and environmental conservation.
Legal framework governing these sectors is defined by the “Law for the Regulation and Privatisation of Electricity and Related Water Sector,” enacted through Royal Decree No. 78/2004. This law establishes the regulations and guidelines for the oversight and privatization of Electricity and Water Sectors in Oman.

公共サービス規制庁(APSR)は、オマーンの国家構想2040と温室効果ガスの排出量を実質ゼロ達成への公約に沿って、エネルギー、再生可能エネルギー、水、衛生分野におけるオマーンの持続可能な成長に向けた野心的な9つの主要な将来事業と主導を発表しました。
Authority for Public Services Regulation (APSR) announced nine major future projects and initiatives in energy, renewable energy, water, and sanitation, aligning with Oman’s Vision 2040 and its commitment to achieving net-zero emissions.
4. 電力・淡水化水に関する実務
4. Nama Group
公共サービス規制庁の天然ガスを除く、電力・淡水化水に関する実務は、電力・水資源公社(Public Authority for Electricity and Water)の時代から電力および水道関連サービスの発電、送電、配電、淡水化、上下水道、廃水処理、供給、購入サービス等、 そのほぼ、全般に渡り、現在は、オマーン投資庁傘下のナマーア(نــمــا ء) に委ねられてきました。
Public Services Regulatory Authority’s practical work related to electricity and desalinated water, excluding natural gas, has been entrusted to Nama Group (نــمــا ء) presently under Oman Investment Authority (OIA), Nama Group currently handles almost all electricity and water-related services, including generation, transmission, distribution, desalination, water supply and sewerage, wastewater treatment, supply, and purchasing services, etc. since the days of Public Authority for Electricity and Water.

オマーンには40か所の発電所があるとされています、5.1にその一覧表を掲載し、その内の代表的な8つの発電所を選んで5.2に掲載しました。
There are said to be 40 power plants in Oman. A list of these is provided in 5.1, and Eight representative power plants are selected and showed in 5.2.

6. Eight Categories of Oman Water Resources
オマーン水協会は、水資源を次の8つに分類していますので、その分類毎に調べてまとめました。
- アフラージュ（地下水路）

- 水井戸
- 淡水化
- 処理済み工業廃水
- 原油生産の付随水
- 生活排水
Oman Water Association classifies water resources into the following eight categories, so information for each category has been researched and compiled, here.

これら8つの分類の内の1から4が「公共水資源省(Ministry of Regional Municipalities and Water Resources)」の管轄で、5,6 & 8が公共サービス規制庁(Authority for Public Services Regulation)の管轄で、残りの7がエネルギー・鉱物省(Ministry of Energy and Minerals)の管轄です。
Of these eight categories, 1 to 4 are the responsibility of Ministry of Regional Municipalities and Water Resources, 5, 6 & 8 are the responsibility of Authority for Public Services Regulation, and the remaining 7 is the responsibility of Ministry of Energy and Minerals.

最後に、「淡水化：資源需要と責任のバランス」という報告書を紹介し、代表的な淡水化プラント 6 か所を位置図とともに紹介します。
