バハレインの発電・淡水化部門は、電力・水庁(EWA)の管轄下にあり、電力と水の生産から消費者への供給まで、あらゆる業務を全面的に担っています。同庁は、持続可能なエネルギーと水の利用を促進するという国家ビジョンに基づいて運営されています。
Bahrain’s power generation and desalination sectors are overseen by Electricity and Water Authority (EWA), which is fully in charge of everything from producing electricity and water to delivering them to consumers. The Authority operates based on the national vision of encouraging the use of sustainable energy and water.

1.2 バハレインの発電・淡水化セクターの際立っている目標
1.2 Distinguishing Goals of Bahrain’s Power and Desalination Sector
かつては、これらの部門は政府が完全に所有・管理していました。しかし現在、政府は生産部門を独立発電水事業者(IWPP)に移譲し、以下の3つの目標を達成する義務を負わせています。

In the past, these sectors were completely owned and managed by the government. But now, the government has handed over the production side to Independent Water and Power Producers (IWPPs) together with their obligations to achieve the following three goals:
- Introducing integrated water and power plants
- Switching to reverse osmosis technology
- Cutting carbon dioxide emissions
これらの目標を支援するため、政府はこれらの事業者から電力と水を購入する長期契約を締結しています。
消費部門では、政府は電力と水の消費量削減に重点を置いた国家プログラム「カファア」を実施しています。
こうした取り組みは始まっていますが、まだ初期段階であり、成功するには多くの労力と協力が必要になります。
To support these goals, the government signs long-term agreements to buy electricity and water from these producers.
On the usage side, the government is carrying out the national program “Kafa’a”, which is focused on reducing electricity and water consumption.
Although these efforts have started, they’re still in the early stages, and it will take a lot of work and cooperation to make them successful.

この政令は、363もの条文で構成される内容が多岐に渡る法令なので、ここでは電力・水庁(EWA)が保有する公社等を政府所有の株式会社に転換するための法的基盤となる法人形態、資本基盤、企業統治、政府株主の権利、および転換の手続について条項を紹介することにしました。
This Decree Law is a wide-ranging piece of legislation consisting of 363 articles, so here I will introduce the provisions that provide the legal basis for converting the public corporations and other entities held by Electricity and Water Authority (EWA) into government-owned joint-stock companies, including those covering the corporate form, capital base, corporate governance, rights of government shareholders, and the procedures for conversion.

民間企業が所有および管理する独立した発電事業者は、バハレインの電力の約 3 分の 2 を生産しており、その全体的な出力は、電力水道局 (EWA)と独立した電力事業者との間の企業電力購入契約 (PPA) の下で全国送電網に接続されています。
Independent electricity plants owned and controlled by private sector companies produce approximately two-thirds of electricity in Bahrain, and their overall output is connected to the national grid under PPAs between Electricity and Water Authority (“EWA”) and the independent provider.

バハレインは、水部門の管理において大きな進歩を遂げました。2009年には、水資源審議会(WRC)の設立に関する政令1982年第7号の一部項目の改正に関する勅令第36/2009号が公布されました。
Bahrain has made major progress in the governance of its water sector. In 2009, Royal Decree No. 36/2009 Concerning the Amendments of Some Items of Decree 7/1982 on the Establishment of Water Resources Council (WRC) was issued.

2.6 1996年政令第1号「電気及び水に関する法律」
2.6 Legislative Decree No. (1) of 1996 regarding Electricity and Water
10条からなるこの法律は、電力水省の職務と権限を規定することを目的としており、同省は、あらゆる目的のための電力の生産、開発、送電、配給及び販売、並びに飲料水、家庭用、商業用及び工業用の水の採取、生産、蒸留、淡水化、貯蔵、送出、配給及び販売について責任を負うと規定しています。
現在ではこれらの多くの部分が電力・水庁(EWA)の移管されています。
This Law consisting of 10 articles aims at organizing duties and powers of the Ministry of Electricity and Water and states that it is responsible for the production, development, transmission, distribution and sale of electric power for all purposes, as well as the extraction, production, distillation, desalination, storage, delivery, distribution and sale of water for drinking, domestic usages.
Now, many of these areas have been transferred to the Electricity and Water Authority (EWA).

3. Electricity and Water-related Government Agencies of Bahrein
バハレインの電力水省(MEW)は、1996年政令第1号「電気及び水に関する法律」(Legislative Decree No. (1) of 1996 regarding Electricity and Water)に基づき、同国の電力・水道部門を監督する政府機関として設立されました。その後、その業務責任は、2007年法令第98号(Decree No. 98 of 2007)に基づき、設立された電力水庁(EWA)に移管され、現在では、電力水庁(EWA)バハレイン全土における電力・水道サービスの主要供給元となっています。
Ministry of Electricity and Water (MEW) was established under Legislative Decree No. (1) of 1996 regarding Electricity and Water as the government body to oversee the electricity and water sector in Bahrain. Its responsibilities were subsequently transferred to Electricity and Water Authority (EWA), which was established under Decree No. 98 of 2007. Currently, EWA is the main supplier of electricity and water services throughout Bahrain.

4. 発電造水所
4. Power and Desalination Stations
電力・水庁（EWA）は、従来は発電所および造水場を自ら所有・運営していましたが、現在では新たな政策のもと、原則として独立系発電・造水事業者（IWPP）から長期契約を通じて電力と水を購入し、需要を賄っています。 また、必要に応じて、電力・水庁自身が新規の発電所や造水場を設立・運営することもあります。
Electricity and Water Authority (EWA) previously owned and operated power plants and desalination facilities directly. However, under a new policy, it now principally meets demand by purchasing electricity and water through long-term contracts with independent power and water producers (IWPPs). When necessary, EWA may also establish and operate new power and desalination facilities on its own initiative.
4.1 バハレインの発電所
4.1 Power Plants in Bahrain
電力・水(EWA)は、従来、発電所と造水場を所有・運営していました。しかし近年、新たな政策が策定され、新規の発電所と造水場は独立系発電・造水事業者(IWPP)が自らの資金で開発・運営するようになりました。
電力・水(EWA)は原則として、独立系発電・造水事業者(IWPP)から長期契約に基づき電力と水を購入しています。
Electricity and Water Authority (EWA) had owned and operated power plants and water plants. However, in recent years, a new policy is established, and new power plants and water plants are now developed and operated by independent power and water producers (IWPPs) with their own funds.
In principle, Electricity and Water Authority (EWA) purchases electricity and water from independent power and water producers (IWPPs) under long-term contracts.
現在、「バハレインの発電所」に示すように、電力・水(EWA)が所有する発電所と造水場と独立系発電・造水事業者(IWPP)が運営する統合型発電所が混在しています。

4.2 バハレイン電力・水庁公表のバハレイン淡水化プラント新設
4.2 New Desalination Plants in Bahrain published by Electricity and Water Authority
しかし、電力・水庁(EWA)が水のみを調達する必要がある場合、電力・水庁(EWA)は独自に新たな淡水化プラントを建設する計画も持っています。近年の統合造水プラントの完成により電力と水の調達量が増加したとの報告に加え、これらの新たな淡水化プラントについては、「バハレインの発電所」とは別に、「電力・水庁(EWA)が発表したバハレインの新たな淡水化プラント」と題する報告書で別途取り上げられています。
However, in the events that Electricity and Water Authority (EWA) has to procure only water, EWA also has the plans to build new desalination plants on its own. Adding to the report of increase in procurement volume of electricity and water due to the completion of integrated water generating plants in recent years, these new desalination plants are described separately in the report entitled “New Desalination Plants in Bahrain published by Electricity and Water Authority” apart from “Power Plants in Bahrain”.
