はじめに
Introduction
| アラビア半島ではイスラームの宗教的戒律が重視され、厳格に守られてきました。サウジアラビア（المملكة العربية السعودية）を除く各国は、独立後に戒律が緩められてきたとは言え、それほど急激な変化はなく、偶像の排斥や音楽の制限が公に開放されてきたわけではありませんでした。しかし、2015年1月23日に現サウジアラビア国王サルマーン・ビン・アブドゥルアズィーズ（سلمان بن عبد العزيز آل سعود）陛下が即位して以降の改革、特に現皇太子ムハンマド・ビン・サルマーン（محمد بن سلمان آل سعود）殿下に実権を委ねてからの改革は目覚ましいものでした。 | In Arabian Peninsula, Islamic religious precepts have been deeply valued and strictly observed. Although countries other than Saudi Arabia (المملكة العربية السعودية) relaxed restrictions after independence, changes were not rapid, and public restrictions on music and rejection of idols were not openly lifted. However, reforms since accession of current Saudi King Salman bin Abdulaziz (سلمان بن عبد العزيز آل سعود) on January 23, 2015—especially after entrusting real power to Crown Prince Mohammed bin Salman (محمد بن سلمان آل سعود)—have been remarkable. |
| その最初の大きな転換点となったのが、汚職追放と宗教警察（勧善懲悪委員会：هيئة الأمر بالمعروف والنهي عن المنكر）の改革です。 宗教警察の改革によって従来の警察権が大きく制限されたことで、かつて外国人を含む多くの人々が日常的に目にし、恐れていたムタワ（مطوعين：宗教警察の自主的協力者）による行き過ぎた取り締まりの話を耳にすることもなくなりました。 | First major turning points were anti-corruption campaign and reform of religious police (هيئة الأمر بالمعروف والنهي عن المنكر). As powers of religious police were greatly restricted, people no longer heard of excessive crackdowns by Mutawa (مطوعين), which many people, including foreigners, used to witness and fear. |
| それまで、音楽や絵画、彫像、演劇などの芸術は、人々の間でひっそりと培われ、守られてきたのです。私がこの事実を知ったのは、アシール（عسير）州の州都アブハ（أبها）の公園で、偶然、絵画市を見つけたときでした。これは当時のアシール州知事による特別な計らいでしたが、私はそこにプチ・モンマルトルのような風情を感じ、アブハを訪れるたびに足を運んでいました。 | Until then, arts such as music, painting, sculpture, and theater had been quietly nurtured and preserved among people.Author learned this fact when accidentally discovering art market in park in Abha (أبها), capital of Asir (عسير) Province. This was special arrangement by then-governor of Asir, but author felt atmosphere like Petit Montmartre there and visited whenever traveling to Abha. |
| ムタワの活動が制限されたことで、こうした芸術が全国的に公の場へ現れるようになりました。そればかりか、国家構想（ビジョン2030：رؤية 2030）の一端として、劇場、美術館、映画館などが公費や国家の保護のもとにつぎつぎと設立され、サウジアラビア初となる芸術・美術専門学校まで設立されて芸術が公に奨励されるようになりました。 | With restriction of Mutawa activities, such arts appeared publicly nationwide. Furthermore, as part of national vision (رؤية 2030), theaters, museums, and cinemas were established one after another under public funding and state protection. Even first art and fine arts school in Saudi Arabia was founded, and art became publicly encouraged. |
| このように、現在国家規模で芸術を強力に奨励しているのが、サウジアラビア、アラブ首長国連邦（الإمارات العربية المتحدة）、カタール（قطر）です。その一方で、政府の支援がまったく期待できない過酷な状況のなか、大道芸術がたくましく盛んになっているのがイエメン（اليمن）です。そして、これら両極の間に位置し、前述の3カ国ほど大規模ではないものの政府主導で芸術振興を進めるオマーン（عمان）やクウェート（الكويت）、さらには大道芸術家の自主的な発展に任せながらも側方から支援を行うバハレイン（البحرين）といったように、国によってその取り組みの傾向は多様です。 | Thus, countries strongly encouraging art on national scale today are Saudi Arabia, United Arab Emirates (الإمارات العربية المتحدة), and Qatar (قطر). On other hand, Yemen (اليمن) is place where street art thrives resiliently under harsh conditions with no government support expected. Located between these two extremes are Oman (عمان) and Kuwait (الكويت), which promote art development under government leadership though not on scale of aforementioned three nations, and Bahrain (البحرين), which supports street artists from sidelines while leaving growth to their independent development. In this way, government approaches vary greatly by country. |
