はじめに
Introduction
カタールの産業基盤の発展については、「第37章 近代以降のカタール (Chapter 37 Qatar since Modern Time)」の中で「カタール国家ビジョン2030 (Qatar National Vision 2030)」の一部として概要を述べ、さらに「第50章 石油依存経済からの脱却 (Chapter 50 Transition from Oil Dependence)」中で、「2024～2030 年間の国家開発戦略 (2024–2030 National Development Strategy Aligned with Vision 2030)」の一部としてさらに具体的な内容を述べていますので、この章ではカタールの工業都市についてのみを紹介しています。
The development of Qatar’s industrial infrastructure is described as a part of “Qatar National Vision 2030” in “Chapter 37 Qatar since Modern Time”, and more details are described as a part of “2024–2030 National Development Strategy Aligned with Vision 2030” in “Chapter 50 Transition from Oil Dependence”. Accordingly, this chapter introduces only Qatar’s Industrial Cities.

カタールの工業都市、工業地帯、工業団地および自由貿易区を管轄する公共機関として商工省工業団地部が指定されていますが、カタール自由貿易区庁、カタールエネルギー社、カタール財団のいずれも最高責任者は、王族ないし、現職の大臣なので、商工省の一部局に過ぎない工業団地部が統括するのは、余りに不自然です
Industrial Zones Department of Ministry of Commerce and Industry has been designated as the public institution in charge of Qatar’s industrial cities, industrial areas, industrial parks, and free trade zones. However, as the chairpersons of Qatar Free Zones Authority, Qatar Energy, and Qatar Foundation are either members of the royal family or current ministers, it seems highly unnatural for them to be overseen by a mere department within Ministry of Commerce and Industry.
従って、工業団地部は、その前身と思われる工業団地省が管轄していたカタールの8つの基礎自治体に所属する地域共同体(Zone) (منطقة)が管轄している主に工業団地等と呼ばれる中小企業を対象とした工業地帯或いは工業団地の統括を引き継いでいると考えることが自然だと思います。
Therefore, it is reasonable to conclude that Industrial Estates Department has taken over the jurisdiction of Former Industrial Estates Ministry. This includes overseeing industrial zones or areas, primarily aimed at small and medium-sized enterprises within the zones under the eight municipalities of Qatar. Former Industrial Estates Ministry is considered to be the predecessor of Industrial Estates Department.

QatarEnergy (قطر للطاقة) は、旧称 Qatar Petroleum (قطر للبترول) (QP) は、カタールの国営石油会社です。この会社は、探査、生産、精製、輸送、貯蔵など、カタールにおけるすべての石油およびガス活動を運営しています。
QatarEnergy (قطر للطاقة), formerly Qatar Petroleum (قطر للبترول) (QP), is a state owned petroleum company of Qatar. This company operates all oil and gas activities in Qatar, including exploration, production, refining, transport, and storage.
社長兼最高経営責任者（CEO）は、エネルギー問題担当大臣のサアド・シェリダ・アル＝カアビー(سعد شريدة الكعبي)です。
President & CEO is Saad Sherida al-Kaabi (سعد شريدة الكعبي), Minister of State for Energy Affairs.
カタールエネルギー社の業務は、国家計画機関、規制当局、政策立案機関と直接結びついています。石油と天然ガスからの収益は合わせて、国のGDPの60%に相当します。2018年時点で、同社は石油とガスの埋蔵量で世界第3位の石油会社で、2022年、同社の総収益は520億米ドル、純利益は424億米ドル、総資産は1,620億米ドルで、2021年、カタールエネルギー社は、世界第5位のガス会社でした。
QatarEnergy’s operations are directly linked with state planning agencies, regulatory authorities, and policy making bodies. Together, revenues from oil and natural gas amount to 60% of the country’s GDP. As of 2018 it was the third largest oil company in the world by oil and gas reserves. In 2022, the company had total revenues of US$52bn, a net income of US42.4bn, and total assets of US$162bn. In 2021, QatarEnergy was the fifth largest gas company in the world.

カタール財団 (مؤسسة قطر) は、1995 年に当時の首長ハマド・ビン・カリーファ・アール＝サーニー (حمد بن خليفة آل ثاني) と彼の 2 番目の妻モザー・ビント・ナセル・アル＝ミスンド(موزا بنت ناصر المسند)。によって設立された教育、科学、共同体の開発の為のカタールの国営非営利団体です。
Qatar Foundation for Education, Science and Community Development (مؤسسة قطر) is a state-led non-profit organization in Qatar,founded in 1995 by then-emir Hamad bin Khalifa Al Thani (حمد بن خليفة آل ثاني) and his second wife Moza bint Nasser Al-Missned (موزا بنت ناصر المسند).
カタール財団によれば、同財団の社会貢献活動の焦点は教育、科学研究、共同体開発にあります。同財団は数多くの国際大学にカタールにキャンパスを設立するよう働きかけて、実現してきました。また商業投資も行って来ており、カタール科学技術公園を設立しています。
According to Qatar Foundation, its philanthropic focus is on education, scientific research and community development. It has solicited and realized a number of international universities to establish campuses in Qatar. It has also made commercial investments and has established Qatar Science & Technology Park.

カタールは8つの基礎自治体(Municipalities) (بلديات)および基礎自治体の下には行政区分として地域共同体(Zone) (منطقة)が管轄している主に工業団地(Industrial Area)等と呼ばれる中小企業を対象とした工業地帯があります。全体としては、商工省(Ministry of Commerce and Industry) (وزارة التجارة والصناعة)工業団地部(Industrial Zones Department)が統括していると思われますが、その実態については公表されている資料は、見つけられませんでした。
Qatar has eight municipalities (بلديات) and under them are administrative zones (مَنَاطِق) that are mainly for small and medium-sized enterprises and are called industrial areas. Industrial Zones Department of Ministry of Commerce and Industry (وزارة التجارة والصناعة) seems to be in charge of overall industrial zones, but I could not find any published information on their actual situation.
I could only find information on Industrial Area (Doha) (المنطقة الصناعية) and Al Khor Industrial Zone (صناعية الخور). They are included here for reference.
