57 新たな交通・運輸機関としての鉄道導入

GCC諸国は、2030年のGCC鉄道網の完成に同意し、GCC域外のイエメン(اليمن)を除いて、各国ともその準備や実施に取り組んでいます。GCC鉄道網が整備されると、GCC共通の鉄道基盤が創設され、これまで以上にGCCが一つの経済圏として発展してゆくと思われます。直近では、観光クルーズの就航に合わせてGCC各国が協力して観光クルーズ船専用の港を設けたように、脱石油後の有望産業として促進している観光産業のGCC域内を横断した発展が期待できます。

GCC countries have agreed to complete GCC railway network by 2030, and all countries, except Yemen (اليمن) outside GCC region, are working on preparation and implementation. Completion of GCC railway network will create shared railway infrastructure across GCC region and is expected to support growth of GCC as a unified economic area. In recent years, GCC countries have cooperated in preparing ports for tourist cruise ships as cruise services began, and tourism, promoted as a promising industry in post oil era, is expected to grow across GCC region.

「新たな交通・運輸機関としての鉄道導入」では、既に鉄道もメトロも導入済みのサウジアラビア(السعودية)およびアラブ首長国連邦(الإمارات)と、これから導入するその他の5カ国の間の違いが大きいので、別々の章で述べて行きます。

In “Introducing railways as a new transportation system,” differences among GCC countries are large. Saudi Arabia (السعودية) and United Arab Emirates (الإمارات) already operate railway and metro systems, while four other countries have not yet introduced them. Therefore, this chapter explains them in separate sections for Saudi Arabia (السعودية), United Arab Emirates (الإمارات), and Yemen & other GCC countries.

アラブ首長国連邦(الإمارات العربية المتحدة)は、GCC間の長距離、UAE域内の中距離、そして主要都市内の短距離において、人や物の移動を自動車から鉄道やメトロへ積極的に移行させています。また、移動手段の「自動化」「自律化」というよりも、無人運転を目指しています。	United Arab Emirates (الإمارات العربية المتحدة) is actively shifting movement of people and goods from cars to railways and metro, covering Inter-GCC (long-distance), Inter-UAE (middle distance), and Intra-city (short distance). This aim also includes not only automation or autonomy but true driverless operation.
都市内移動については、地表だけでなく地中・空中・水上も対象とし、より早く、より安く移動できる手段を開発しています。これらの取り組みは、GCC諸国とも連携しながらドバイ道路交通局(RTA, هيئة الطرق والمواصلات)と研究機関である交通技術革新研究部門(TRIP, جناح البحث والابتكار في النقل)、さらにUAE大学の首長国連邦移動技術研究センター(ECMR, مركز الإمارات لأبحاث التنقل) を中心に進められています。	Urban mobility covers ground, underground, air, and water. New systems are designed to move faster and at lower cost. These efforts, carried out in cooperation with GCC countries, are led by Roads and Transport Authority (هيئة الطرق والمواصلات RTA), Transportation Research and Innovation Pavilion (TRIP, جناح البحث والابتكار في النقل), and Emirates Center for Mobility Research (ECMR, مركز الإمارات لأبحاث التنقل) at UAE University.
事業は「実用化が始まるもの」「実用化試験中のもの」「実証試験待機中のもの」に分けられ、意欲的に推進されています。順調に進めば、移動手段の先進国となるだけでなく、観光開発の促進や流通コスト削減にも大きく貢献するでしょう。さらにドバイ(دبي)では、都市内の通勤時間を約20分に短縮する取り組みに挑戦し、メトロ網の充実にも力を入れています。	Projects are divided into three groups: those already starting practical use, those under trial operation, and those waiting for demonstration. If progress continues smoothly, UAE will not only become a leader in advanced mobility but also contribute greatly to efficient mobility for people and goods, tourism development, and reduction of logistics costs. In Dubai (دبي), special focus is placed on cutting commuting time for intra-city travel to about 20 minutes and expanding metro networks.
